When text runs over multiple pages and space runs out, we need to insert a new page. There are two options:
break only before or after whole semantic sections (e.g., at the start or end of a bullet list item), or
break on the line level, without regard for semantic grouping.
While option 1) may sound cleaner, extensive testing revealed two major drawbacks:
First, very long grouped sections can leave large, unsightly gaps on the previous page when moved entirely to the next.
Second, breaking text mid-flow signals more clearly that content continues on the next page, leading to a smoother reading experience.
For these reasons, we chose option 2).
